Two new correctional projects, changes to hospital timelines highlights of Ontario’s fall P3 update

The latest update to Infrastructure Ontario’s P3 project pipeline adds two new correctional facilities to the province’s building plan while tapping the brakes on procurement on a number of new hospital projects.
The crown agency that oversees major infrastructure work across the province released its Fall P3 Market Update Sept. 24.
New correctional projects in Eastern Ontario are the latest additions to the procurement plan.
IO expects to issue a request for qualifications (RFQ) for the Quinte Detention Centre in Napanee, Ont. in winter 2022. The design-build project is estimated to be worth less than $200 million. A larger correctional building project will reach the market by summer 2022. IO estimates the combined Brockville Correctional Complex and St. Lawrence Valley Correctional and Treatment Centre will cost between $200 million and $499 million.
Along with the newly-added work, the update to the more than $60 billion pipeline adjusts the timelines for roughly a dozen health care projects currently in pre-procurement.
Redevelopment work at the Ottawa Hospital and at Trillium Health Partners in Mississauga, among others, has been pushed back, while procurement timelines for several projects, including with the Weeneebayko Area Health Authority, have been moved forward.
The update is the final quarterly report from outgoing IO president and CEO Ehren Cory. The agency announced earlier this month Michael Lindsay, currently the head of Project Delivery, will take the helm Nov. 1.
